Fred A. Ouellette is the Program Manager of Human Spaceflight and Energy Services at Special Aerospace Services, LLC (SAS). In this role he uncovers opportunities to develop, deploy and provide oversight of SAS resources to the human spaceflight and energy sector clients. Mr. Ouellette also supports Boeing's Commercial Crew Transportation System Program as the Integrated System Verification Test Director within the Test and Evaluation Organization.
With over 15 years of Project Management experience, Fred Ouellette has successfully demonstrated, through the use of a broad spectrum of project management tools and leadership skills, the ability to develop and implement complex procurement strategies with a multi-disciplined team.
He has led and participated in the implementation and execution of a variety of project management tools such as Resource Loaded Scheduling, Performance Metrics, Contract Management and Award Fee, Life-cycle Cost Development, Earned Value and Change Management. He has accomplished these implementations with strong leadership through the complicated NASA procurement, development, production and certification process of human space flight hardware. Fred has extensive experience interacting through all levels of NASA senior management and other government agencies such as the Office of Management and Budget (OMB) and Government Accountability Office (GAO).
Mr. Ouellette graduated from Texas A&M in 1987 with a Bachelor of Science in Mechanical Engineering and in 1994 completed his Master’s in Business Administration from the University of Houston.
